This might be something for future updates:

Let's say my project has a pickup bar that is a beat-and-a-half long. Sibelius fills all the measures with the standard empty-bar whole rest. If one of the dynamic parts does not play until the first regular bar, they have no idea of the true length of the pick-up bar.

In my screen shot, the trumpets are playing the pick-up bar, the trombones are not. Trombone 1 has an "empty-bar" whole rest, and Trombone 2 is correctly notated with an 8th rest followed by a quarter rest.

In my opinion, Sibelius should not allow the empty-bar whole rest to occur in a non-standard length bar. I have not problem with it in, say, a 3/4 bar because it's understood. But to have it in a pick-up measure is very confusing to the players that are resting.

If you create the pick-up bar when you create the time signature, it ends up with the correct rests rather than a bar rest. If you just create an irregular bar, then Sibelius doesn't know you intend it to be a pick-up, so it puts a normal bar rest in instead.

What would be nice to have though is that if after creating a piece with a pick-up bar and time signature (showing the correct rests in all parts) you then added another instrument it too would have the correct rests in the pick-up bar and not a "bar rest" symbol.
This, if not corrected can lead to the wrong bar-count over any multi-rest in the part.

Yes, I do agree about that last point, Richard, but it's very difficult to achieve!

FWIW, there is a downloadable plugin, Split Bar Rests (http://www.sibelius.com/download/plugins/index.html?plugin=35, category Notes and Rests) that will split selected bar rests into regular rests. It can be useful in this sort of situation.

Fill up Pick up Bar (http://www.sibelius.com/download/plugins/index.html?plugin=36, category Notes and Rests) does something similar.
