First, thanks for the updates. I'm intrigued to try out the new keypad look.
I would like to point out, as I have multiple times in the past, while you have reworked the keypad, you still did not fix the tab highlighting the selected components.
In the new help, you say, "If a note has characteristics that are not on the currently selected Keypad layout, the tabs for
the relevant Keypad layouts will also be illuminated in blue to show you. For example, if you
are looking at the first Keypad layout and select a quarter note that has a quarter-flat and a fermata
(pause), the fourth and sixth Keypad layout tabs will also be illuminated."
Yes we're aware of that one, we will be fixing that in a future update. It used to work way back in Sibelius 6 days but it got lost sometime between then and now, I think around Sibelius 7.5. We'll get it cleaned up soon.

Later Edit: I've been playing with the Keypad and like the use of vectors and the additional gray notes to more clearly delineate your chosen function.
I do not know if it is unique to my computer, but I might suggest an adjustment that might help some people (particularly those who do not read the new release summaries).
When I open 2023.11, the Keypad initially starts tucked down just a little off the screen. Maybe adjust the initial placement so it references the window's bottom corner and places the keypad's bottom right corner -## X & Y pixels away. I do understand that I can adjust the default placement in the custom Windows settings, and I have. But I can see those who do not read the new release summaries getting annoyed with having to move it each time they open Sibelius.
Also, to me, at least, it would be great if the Keypad would follow the Window when I snap Sibelius to various positions as I work. Maybe a "Make Keypad follow window" option in the preferences somewhere. Of course, I'm sure people would still like the ability to move it out of the Window manually.
sorry, can't activate the new 2023.11 - although I have a license until september 2024.
The activate button on the avid link page is greyed out. I tried to enter various codes from my license manually, but none seems to be the right. Can someone please point me to the right way to activate my license, please?

What you've written, Justin, suggests the priority for fixing the spacing problem bug(s) is lower than it should be, given that there is no workaround.
It is slowing down implementing changes and corrections, sometimes significantly. And the result is that either I am out of pocket or my client is, depending on whether I feel I can bill the extra time for dealing with Sibelius's degradation in quality.

Sibelius Ultimate on a Mac Studio running OS 13.0.1
This new shambles of silencing hidden notes is driving me bloody crazy, even when play on pass is checked and the mixer is not muted. How do I make hidden notes play by default, the way it has always been? at least, when I hit the hide button, give me the option of play or not play there and then, to save me having to remember where the bloody on/off switch is.
Again, thank you for the updates. I really like what I'm seeing with the new update on the keypad. I really like the shadow which shows not only the articulation you are going to bestow upon a note, but also having it show the note values. That is really cool! I have a feature request. Many times, if I need to correct something, or I have accidentally made a change in something, or, I know I've done something and forgotten what I've done, I will cycle back through the edit function, or press Cntrol-Y or Cntrl-z. Sometimes I've forgotten exactly where in the score I just made or accidentally made a change. Would it be possible for Sibelius to jump back to the exact bar the change happened so one can see something being undone? Or, on the edit un-edit, re-edit arrows, maybe it could list the bar the exact change happened so we cycle back and know if we have made a mistake or are worried about nothing.You do get this function in one of the DAW's out there that I have.
