My colleague has input some music for me and I'm puzzled by something in it; as well as the six instrumental staves, there are upwards of a dozen "ghost" staves - they contain no music and appear as small landscape rectangles when selected as a part... Can anyone explain (a) what they are and (b) how safely to remove them?

I don't see any ghost staves. There are only 6 instrument staves in your score and a few correspondence messages between Brian and Owner. To remove them, select and delete.
There are ghost parts (not staves). Choose Parts > Delete, highlight the blank lines in the resulting window, and choose Delete. Click Yes to the warning.
(You can highlight more than one blank line at a time by judicious use of ctrl and shift when selecting.)
There is, I think, a recent plug-in to deal with this, but doing it manually is fine.

Yes. The empty Dynamic Parts with no names came into existence because the score was edited in Sibelius version 2022.12, which had a bug causing empty Dynamic Parts with no names to be created. The bug causing those creations was fixed in the 2023 versions, but scores damaged by the bug need to be manually repaired before Parts will display in correct order.

The installable plugin Delete Empty Parts will delete all such parts in a score. It simplifies the process, gets all the empty parts, and prevents accidentally deleting a real part, which is easy to do when there are a lot of empties.
