I tried moving Sibelius Ultimate to a new MacBook Pro but it wouldn’t work. I had a Perpetual licence which I hadn’t paid to update. I deactivated it from my old computer using the avid link. This is in your applications folder under Avid (Avid Link)and nothing to do with the Sibelius programme. Once there I went to ‘Products’ and under Sibelius Ultimate I selected the orange box saying ‘Update’. Under it I found the ‘Licence’ section. Click on that and you can deactivate.
On the new computer I downloaded an old version of Sibelius from the same time I had purchased Sibelius . For me this was 2021.2 version. Initially I couldn’t get it to work but I found this link

and followed the instructions. Below is the Mac one but there are solutions for windows on the link.
After doing this I was able to go into the avid Link folder, go to ‘Products’ and under Sibelius Ultimate I selected the orange box saying ‘Update’. Under it I found the ‘Licence’ section. Click on that (says ‘Use Licence’) and you can activate it.
Needless to say it took me 3 hours to work all this out. Not easy at all!

Instructions for Mac
 
Mac :
1. Quit Sibelius and Avid Link. If necessary, force quit these apps. Make sure that the purple icon on the upper right part of your screen is not present.
2. Open Finder.
a. Go to the top of your screen and click the Go menu, and choose Go to folder.
b. Type in /Library/Application Support/Avid then hit ENTER/RETURN.
3. Delete the Licenses folder. (If you happen to have Media Composer installed, you will need to have it re-activated as well.)
4. Go to the Common folder and delete the contents inside.
5. Empty the Trash.
6. Open Avid Link. You should now be able to activate it.

I guess (and it is only a guess) that the issue was caused by you using Apple Migration Assistant to transfer stuff from the old Mac to the new Mac, WITHOUT FIRST HAVING DE-ACTIVATED SIBELIUS on the old Mac.

You must de-activate Sibelius on the old Mac BEFORE using Apple Migration to set up the new Mac.
