I am trying to run the EWQSO and need to know whether Sibelius will run VST3 plugins

No version of Sibelius is capable of working with VST3 plug-ins.
Sibelius works with VST 2.4 plug-ins only.

That said, EW SO is also available in VST2, and there is a soundset available for purchase from Jon Loving's website.
