Sibelius Sounds Voices

I have two songs open in the latest version of Sibelius. One shows the usual limited choice of sounds, the other a much bigger choice but I don't know why (see attachments). Can anyone tell me how to always get the bigger choice?

Different Play configurations. One score looks as if it's using the GM soundset, the other is using Sibelius 7 Sounds.

These two screen-shots reflect different settings for Sibelius Preferences -> Playback -> Display

Screenshot v1 is with Display set to "Program Names", and thus the options given are what are actually available in the sample library;

Screenshot v2 is with Display set to "Sound IDs", and thus displays the theoretical range of options which might be available in principle (according to what sample library is in use).

You cannot obtain the larger range of sounds with the Sibelius Sounds sample library.
