Sibelius is locking up trying to create a new file.

- Sibelius does not load if you launch it normally. It plays the sound, asks if we want to update, then locks. Sometime it doesn't even get that far - nothing happens. Even if we tell select don't remind me again or wait 90 days it still pops up that box every time. My guess is the app is already locked by the time it pops up

- If I double click on an already existing file, it loads and operates normally.

- When I get in through an existing file, if I try to create a new file it locks whether I close the existing file or not

- I can do a 'save' and a 'save as' without a problem

- When it locks it goes to very high power usage

- I tried renaming the C:\Users\\AppData\Roaming\Avid\Sibelius 7 directory to see if something loading from there is causing the problem, but there was no difference.

- Nothing stands out in Event Viewer other than repeated warnings from ESENT (ID 642) "svchost (4920,D,12) SRUJet: The database format feature version 9080 (0x2378) could not be used due to the current database format 1568.20.0, controlled by the parameter 0x410022D8 (8920 | JET_efvAllowHigherPersistedFormat)." - I have no idea if this is relate or not.

Why can't I launch this app normally or create a new file?

Running:
- Windows 10 Pro (6.2) (up to date)
- Sibelius 7.1.3 (current version)
- Windows Surface
- Intel i7
- 219GB free on HD
- 16GB RAM

There is a known defect with Sibelius 7.1.x that it will crash every time it attempts to display the Quick Start window, if the Windows DPI Scaling ratio is set to anything greater than around 125%.

The standard setting for DPI Scaling on a Microsoft Surface is 200%.

There is no fix for this, as Sibelius 7.1.x is too old to cope with DPI Scaling, which was introduced in Windows long after Sibelius 7.1 was coded. The problem was fixed for Sibelius 7.5.

You can work around the problem by configuring Windows Compatibility settings for Sibelius.exe so that DPI Scaling is performed by the "System" instead of the "Application", as follows:

- ensure that Sibelius is fully quit, and not even running in the background;
- using Windows File Explorer, navigate to the folder:
C:\Program Files\Avid\Sibelius 7\
- in that folder, right-click on the icon of the file "Sibelius.exe" and select "Properties";
- in the Properties panel, click on tab "Compatibility";
- in the "Compatibility" tab, if there is a button "Change high DPI settings", then click it;
- check the box "Override high DPI scaling behaviour" and set "Scaling performed by" to "System (enhanced)" instead of "Application";
- click OK.

This has the disadvantage that Sibelius will appear a little bit pixelated. But it won't crash. Neither Windows nor any other application will be affected by these changes.
