Thank you for looking at the screen dump and thank you for your interesting question.
My aim with the time signatures was to make the music as readable as possible, even though the piece is technically very difficult.
I tried to make the timing very clear, so I 'simplified' each bar to show any tuplet duration as clearly as possible.
In the second bar that you mention 4/16, the duration of the bar would not be correct if I had written it as 5/16 without the tuplet 5.4. The actual duration of each bar as written is 5/16, 4/16, 5/16.
