When I tried to open Sibelius 7.5, which I have been using without issue for several years, I'm met with an Activation Message. I went through the activation, but after putting in the System ID and Activation ID, I'm met with the "101 Activation Failed. Total device count exceeded."

I cannot find a way to deactivate my Sibelius so the activation can proceed.

Is this on macOS or on Windows?
What version number of operating system?
Have you done anything like the following:
- turned Bluetooth on or off;
- used a pluggable dongle for internet access;
- have a VPN installed?

I'm on a Windows 10, version 10.0.18363.

I've done all the above except for the VPN (I don't have one).

Of note, before the Activation message appeared, when I tried to open Sibelius 7.5 today, an error message appeared stating "There was an error initializing the licensing engine. This often happens if you have migrated data from another computer. Please delete the following folder, then restart Sibelius 7.5. C:\ProgramData\Avid\Licenses\Sibelius."

I followed the instructions, after which I attempted to open Sibelius again when the Activation message appeared.

If you have turned Bluetooth on or off, or used a pluggable network connection, these will change the apparent identity of your computer, thereby causing Sibelius to think that it has been cloned onto another computer.

Before launching Sibelius, you should restore the Bluetooth state, and the network state of the computer, to the states that they were in when Sibelius was most recently successfully activated, so that the computer appears not to have changed.

It might now be too late to take that precaution.
To fix the "Total device count exceeded" issue, you should open a case with Avid Registration Support at:
http://avid.force.com/Support/RegistrationCaseCreation

Dear avid,

I have two versions of Sibelius installed in my laptop. My laptop apparently crashed and had to be reformatted again. I had the two Sibelius reinstalled in a new laptop but I cannot activate it anymore. I received this message "101 Activation Failed. Total device count exceeded." I hope the other two sibelius could deactivated in my old deivce so I can use it for my new one.

You should open an online case at Avid Registration Support:
http://avid.force.com/Support/RegistrationCaseCreation

You should make it clear in your initial case statement what the version numbers are of those versions of Sibelius on the computer.
