New metronome mark on only one staff?

I have a score with two staves. When I add a metronome mark (select a note in one staff, right-click and select Text->Metronome mark) the new metronome mark appears above both staves. The two metronome marks appear to be linked so that if I hide or delete one, the other one is hidden or deleted as well. How do I get the metronome mark to appear only above one staff, not both? (Or is this just a bug?)

Appearance/SystemObjectPositions.
Or Text/Edit/MetroMark/Edit/VerticalPos/MultipleSystemObjectPos.
