Select your harp staff, hit k, check 'One staff only' and select 7 flats. You need to do this individually for both of your harp staves.

Message for Paul (monsterjazzlicks). This is one exception where 7 flats is better than 5 sharps as all harp strings are open in Cb (all pedals up) which is preferable for harp tone.
