304: Tempo and metronome marks - no effect on playback

Sibelius 2.1 and above are able to accurately read metronome marks containing floating point numbers (i.e. decimal places). This is important for film and TV composers, who often need to be able to tweak the total duration of their pieces by tiny amounts, in conjunction with Sibelius's timecode features.

As a result of this change, Sibelius 2.1 is unable to interpret metronome marks of that contain a period (full stop), such as quarter = c. 100 or crotchet = ca. 200. This problem is fixed in the free Sibelius 2.11 update, which can be downloaded here.
