167: Plug-ins - 'Make Layout Uniform' doesn't do anything

In Sibelius 2.0, the Make Layout Uniform plug-in has been improved so that it treats multirests as if they are a single bar. This makes it much easier to format extracted parts.

However, this change also means that you cannot format an empty score: if you run the plug-in, it will appear to do nothing.

In Sibelius 2.1, the plug-in determines whether the House Style > Use Multirests option is switched on, and if it is switched off, the plug-in will format empty bars as specified.
