Problem with Activating Sibelius Ultimate

Having a problem opening a song, having bought/renewed Sibelius Ultimate (with Perpetual Licence) in March. Thought it was all ready to be used.

First I get a message: "We notice you do not have an active Sibelius licence in your account. Below are some options. BUY. Or REDEEM A CODE".

I also get a message: "Activation failed: 105 Activation Failed. Device has already been authorized in source = Cloud Licence".

Not really sure how to proceed.

One other question, does the Avid System ID alter if I have moved to a different computer? I may possibly have entered the ID used on my old de-activated computer, if so. Could that be the source of the problem?

Any guidance gratefully received, please.
