Does anyone know how to make the voice 2 notes play legato (as written) in measures 9 & 10?

Both voices have to share a single channel, so the end of the Voice 1 slur terminates the legato for all voices.

Try this:
- unset "Play on Pass" for both the slur in Voice 1 starting in bar 7 and the slur in Voice 2 starting in bar 8;
- add a slur starting at the start of the first slur above, and ending at the end of the second slur above, and hide the new slur.
