Just looking thru' Sib's template for large concert band. Placing the clarinet choir as a separate unit below the bassoons makes sense, and I could live with horns between trumpets & trombones, but I don't understand any justification at all for sandwiching harp and piano between saxes and brass. And why 'cello & string bass above percussion?

Hmm. PS. Seems the creator of this template doesn't recognise that it is practical to supply alternative transposed part in treble clef for Bb euphonium.

Tradition Adrian, tradition. Plus the fact that our friends across the pond more or less have their own tradtions. But I think Sibelius has it more or less right. Percussion always has been placed at the bottom.
Harp, piano, strings (apart from double bass) are relative newcomers to the concert band - mid 20th cent(?).
You could start a new trend by introducing Bagpipes.
