Hello. Here is a sample of a two stave system where the lower stave has only a chord symbol. Is it possible to re-create this in Sibelius (see attached)?

Yes, you can hide the bar rest and drag the chord symbol from its default position. Tho', if you forgive me saying so, it looks messy. Easier to read above or below the staff. Also to make your chord symbol look so (bass note tucked in below the slash, you need to use legacy chords and edit the text style (alignment & line spacing) & default position to be able to do this.

From personal experience (more than once!), when you're having to sight read and the lighting isn't brilliant, this can be really hard to read. Especially when you're backing someone on organ and you're having to read and play the bass notes as well as the chords. A C can easily look like a G when written in the staff like this, and your 'star' singer won't forgive YOU for getting it wrong! Above/below the staff is so much easier and better - please. As Adrian, said, you can drag the chords into place if you really must, or if someone is insisting on an exact copy of a real/fake/buskers book.

I remember decades ago buying my now tattered Real Book:

"Um, sir, I'd like to buy a Real Book."
"A what?! What makes you think we carry something like that? You're not some kinda cop, are you?"
"Me? No, I'm not a cop."
"Look, kid, go browse that rack over there."
...
"Psst! Come here, kid. Is this what you're looking for?" Pulling it out from behind the counter.
"Yeah, I guess so. Is it a Real Book?"
"That'll be thirty bucks cash."
"Okay, sure. Here. Thanks."
"Now don't tell anyone about this. We don't sell these kind of things."
"No, I won't tell anyone."
"I kind of wondered about you, not having sunglasses and a goatee. I guess that mullet you're sporting is okay."

Which bits do you think should be preserved?
4 measures per system?
No clefs or key sigs after the 1st system?
Chords in staff or chords above top line?
(see attached from "illegal copy" real book 1).
What other bits are there?

The diagonal slant is disposable!

You know my opinion on missing clef and key signature.
