The previously mentioned plugin tells you exactly why each multirest is broken:
Multirests and their Terminators
multirest starts at bar 1(2), ends with bar 4(5), and lasts 4 bar(s)
split by SpecialBarline (StartRepeat) in bar 4(6) of System Staff
multirest starts at bar 4(6), ends with bar 4(6), and lasts 1 bar(s)
split by BarNumber in bar 5(7) of System Staff
multirest starts at bar 5(7), ends with bar 6(8), and lasts 2 bar(s)
split by BarNumber in bar 7(9) of System Staff
multirest starts at bar 7(9), ends with bar 12(14), and lasts 6 bar(s)
split by BarNumber in bar 12(15) of System Staff
multirest starts at bar 12(15), ends with bar 16(19), and lasts 5 bar(s)
split by End Of System Break in bar 16(19) of System Staff
multirest starts at bar 17(20), ends with bar 24(27), and lasts 8 bar(s)
split by End Of System Break in bar 24(27) of System Staff
multirest starts at bar 25(28), ends with bar 28(31), and lasts 4 bar(s)
split by SpecialBarline (Final) in bar 28(31) of System Staff
Those are the answers to your question. In particular, the score has bar-number changes, which will break the multi-rest in order to display the new bar number. The score also has forced system-breaks at other points, each of which will necessarily break the multirest. You need to eliminate the system breaks in the Dynamic Part to let the multirests flow through.
