Can these numbers be applied globally to all of the parts from a multivoice piece? It is tedious and difficult to nudge the staves etc. to the exact distances.

If you zoom in closely, you can be as accurate as you would like. having done one part, you could then try copy part layout to see if that would do the trick.

It works except for the top staff in each part. It seems to set the distance between staves and the positions of system text objects correctly. I don't know what might be affecting the top staff distance differently.
