Mac license server between VLANs

I'm having difficulty with clients that are on a different VLAN to the Sibelius license server. This particular school has two VLANs. Machines that are in the central VLAN along with the license server are able to launch Sibelius just fine. Machines that are on the second VLAN are prompted to specify a license server on launching Sibelius. When the address (either FQDN or IP) is entered in to the box, the client attempts to connect to the license server but eventually times out and fails. While this is happening, the license server reveals that it is issuing numerous licenses to the same device, but the client never appears to actually receive the license.
I've gone through all of the troubleshooting articles in the knowledgebase. This is not a network communication issue and there is no firewall between the client and server, just an HP layer 3 switch. All other services between the server and client work as expected, it's just the license server that fails to talk back to the client. I have the debug log attached below. The client is 8.7.2 (Mac) and the license server is 8.4.2.

Basic network details:
VLAN 1 - 192.168.0.0/23
VLAN 2 - 192.168.4.0/22

You will see from the log that communication from a client in VLAN 1 works fine (the VLAN that the license server is in), but VLAN 2 causes the server to issue a new license to the same machineID (3E29029F) over and over again until all licenses are used up.

Can you check that all servers and clients are configured with the correct IP network mask for the VLAN to which each belongs?

What is the address of the IP router which handles routing between those two sub-nets?

Thanks for the suggestion. I can confirm that the netmasks are fine on both the server and clients.
255.255.254.0 for VLAN 1 and 255.255.252.0 for VLAN 2
The router is 192.168.0.1.
All other types of communication are fine (SMB, HTTP, etc), it's just the Sibelius side that fails, so I believe networking itself is configured correctly.

But that is not within the IP address range of VLAN 2.

What is the default IP gateway for devices on VLAN 2?

But networking is not the problem here. Otherwise no other services that rely on routing would work, the machines wouldn't have Internet access (no proxy) and the clients on VLAN 2 would not be able to talk to the license server for anything else.

I should have asked in the first place - do other users have client machines on a different vlan to the sib license server and does this work as expected? And does your license server run on a Mac?
