Delay on one particular note - passing semiquaver sounds like a long fermata

I have written a piece for relatively large orchestra/pit band, for which the majority of the playback has been absolutely fine.

However, one particular note (the last semiquaver of the bar) heading into a key change (F major into Gb major, so a lot of new flats for Sibelius to think about...), seems to lag significantly and I'm unsure why.

All other notes playback as written, but this one semiquaver behaves as if there is a long and overly drawn out fermata over it before moving on to the next bar!

Any ideas what could be causing it/how to fix?

Thanks

Maybe something to do with a Final barline or Section End marker? But attach the sib file and we won't have to guess.
