How do I create a "Horn in A" which is a transposing instrument when it is not available in the "create/add" instruments section? I'm using a Beethoven score that has Trumpets in D and Horns in A.

There is a horn in A (no key) in the instrument list. It transposes the same as trumpet in A but does not display a key sig. Open key is usual for natural horns. If the player required a key sig (which is very unlikely), you could use horn in F, change its name and edit its transposition (middle C sounds A in octave 3). But then, is it a horn in A basso? If so, middle C sounds A in octave 2.

If it's orchestral Beethoven, it's pretty definitely Horn in A (alto). If the OP wants to replicate the original scoring, it will be without "key signature" (technically the part will be in C, as it always is with classical horn parts).
