Can I get the key change sorted when there is an instrument change.

When you make an instrument change, Sib does the transposing (if there is any to be done) automatically so that the instrument part is in the correct key. I don't know what you have done in your screenshot. It makes no sense. Better if you post your actual Sib score.

OK Kevin, the reason it is doing something is weird is because you have done something weird. Why are you changing between Tenor sax and Tenor sax with an instrument change? Ditto for trombone. Both on top of key changes to the same key! How did you create this file? Is it an import from some other program?

Is your reed player really playing all these instruments (alto sax, flute, back to alto sax in one measure rest, tenor sax, clarinet, back to tenor sax)? Who's the brass player? James Morrison? Maynard Ferguson?

It seems the key signatures thing has been addressed in today's 8.7.2 update. Maybe also fixed!

Indeed. This has been addressed in Sibelius 8.7.2. You will find you have better results when entering the Key Signature first, then the Instrument Changes.
