This file (partial extract) is the only one of a dozen similar files in which the parts will not use multirests: can someone detect an "invisible" restriction preventing this?

Sibelius will not create multirests in the Dynamic Parts because there are no empty bars in the Full Score: the bars that ought to be empty are filled with Rests.

A bar only counts as empty if it contains simply a Bar Rest, not a measured rest.

Also, very many of the barlines are not default barlines, but are "normal special" barlines. Select those barlines and press "delete" to restore the default barlines. I get the expected multirests in the Parts if I do this.

But the first bar will not join a multirest because it has a fake time-signature in it, and therefore it is not empty.

First off, your time signature is not a real one.
Secondly, you will not get a multirest in the score unless all parts are resting at the same time.
Thirdly, the two barlines in the cantus are not real barlines, they appear to be 'normal' barlines - not the same thing at all
