When I am working on the last movement of a sonata, I notice that the piano part doesn't add up to 12 quavers which is different from the time signature.

However, after a careful inspection, I discovered that the arranger seems to treat it as a 4/4 time and the melody is completely triplet notes.

I am really confused now. Is this score even correct?
If so, how do I produce the exact same thing on Sibelius?

Write the whole piece in 4/4 and enter the different time sigs with special text (time sig one staff only). Write the music on the top staff as triplets hiding the numbers and brackets. Starter attached. One thing I've not been able to solve is how to change 4/4 to C. I can't find it either as a text character or zymbal. Maybe someone knows where this hides itself.

I'd hazard a guess that the low crotchet G in the last bar of the top line is a typo. It should be dotted.

If you want your score to be a copy of the original, then go with what Adrian says. If you just want it to be playable, you can leave it in 4/4 with the triplets intact. I have a feeling that you'll also have some fun with dotted notes.

If by 'arranger', you mean an arranger keyboard, then yes, many of them will treat a 12/8 rhythm as 4/4 with triplets. Just occasionally you'll find a compound time custom style that actually does have the correct number of quavers in the bar.
