I am trying to set preferred sounds for a piece I am writing, but when I try to add them in the Playback Devices box, they won't add. Also, when I try to use Sibelius 7 Sounds no sound comes out, only when I'm using Sibelius 6 Essentials. Shouldn't I have gotten Sibelius 7 Sounds with my recent version of Sibelius? There is an option to select them, but as I said, no sound comes out.
So, I want to change the sound of the Organ to something besides full organ (e.g. Flutes or something) and am unable to.
Have you actually installed the "Sibelius 7 Sounds" sample library? It is a separate download (enormous) and installation to the Sibelius application itself.

Sibelius 8.5.1/7.5.1/7.1.3/6.2/5.2.5, PhotoScore Ult 8.0.4, Dolet 6.6 for Sibelius, Windows 10 64-bit 16GB. Desktop no-name, Microsoft Surface Book.
The system with Sibelius is that playback is easy and natural if you use the sounds that come with Sibelius, and if you follow the "rules".
1. First, make sure you have the sounds installed as Robin mentioned above. It's a big install.
2. Assuming that that is the case, then to change sounds or instruments, my recommendation is NOT to mess around with the playback devices. Unless you really sure what you are doing.
3. Instead, add an additional staff, and then copy over the notes to that staff. In your instance, a flute. Then if you play the score, it should play back.
