When I try to hear an existing big band score, a message appears saying Loading Sounds every time, this has never happened before. The default sound setting on the dropdown menu is Sibelius 7 Sounds. When I press play I can only hear the piano track.
I am unable to use the software in its present state as I need to hear all the parts I have written music for. It was working fine until just before Christmas.

Thanks for this suggestion. Do you mean the highlight blue box when you want to select a particular passage on a voice? If so, the piano is still the only sound I can hear on playback.

The maximum size of file that can be attached is 1 Megabyte. Screen-shots should be attached in .png format, as JPEGs will sometimes by rejected by the forum software.

Have you actually installed the full Sibelius 7 Sounds sample library (an enormous 23GB download)?
In Windows Explorer, please navigate to the following folder:
C:\Program Files (x86)\Avid\Sibelius Sounds\
In that folder, right-click on the sub-folder "Sibelius 7 Sounds" and select "Properties", then attach here a screen-shot of the Properties panel (just the panel window, not the whole screen: use the Windows "Snipping Tool" to take the screen-shot) showing the size of the sample library installation.
A remarkable feature of your first screen-shot is that it shows that no MIDI player has been found on Windows: does this mean that you are running the cut-down "N" version of Windows 10?

It is absolutely clear that the full Sibelius 7 Sounds sample library has never been installed: that folder should contain 34.3 GB for 1147 files and 18 folders. [Although note that I previously asked for the Properties of "Sibelius 7 Sounds", not "Sibelius Sounds" as you posted]
Please download (from your Avid account at http://my.avid.com/ ) the full Sounds installer and run it.

for clarification, this worked fine until mid-December then the sound library disappeared, Sibelius sounds must have been installed in some form. Have attached the account products details and cannot find the file size you described. Thanks for your continued support.

Sibelius sounds have not been upgraded since 7.5. If you upgraded from Sib 7, you should find the original sounds installer listed under that. Your screenshots show the downloads for the sib 7.5 updater. This is not a complete installation.
Have you moved the original library to a different place? Something on your computer has changed since 'just before Cristmas'.

Your screen shot does not show the Sounds Installer: only a Sounds Updater which is of no use to you. The Sounds Installer should be of 23.22 GByte download size, expanding to 34.3 GB when installed.
Your screen-shot shows that you had clicked on and initiated a download of the correct 23.2 GByte file but had not told the web browser what to do with it. The download takes many hours, and you must configure the power settings of Windows so that your PC does not go to sleep or standby during the download.

I have now downloaded Sibelius 7 sounds, and yes it took many hours but it is now 100% downloaded. Now what do I do? I did try and play back a big band score but I could still only hear the piano track.

Quit Sibelius. The downloaded file will be a .zip archive. Right-click on the icon for the downloaded .zip archive and choose "Extract all", which will take some time. Inside the extracted folder, double-click the Sounds Installer. That will also take some time. When it has finished, launch Sibelius and try again.

This problem derives from "WinRAR" having been installed on this PC. WinRAR is an almost completely unnecessary addition to a system. All versions of Windows since Windows XP have been unable to unzip .zip files without any help from extra applications such as WinRAR or WinZip. Both companies prey on gullible users to part with money for features, of which the most commonly used by end-users are available free of charge in the operating system, or by alternative free unpacking applications.
By and large, if you install third-party utilities on the system, then you must take the responsibility for figuring out how to use them: this is no longer a Sibelius problem.
But, in the screen-shot you showed us, it appears that you just need to click "OK". You might benefit from first selecting "Overwrite without prompt"

Unfortunately, Windows doesn't natively deal with RAR files, or the esoteric formats a Mac user might send us. Though we might expect a user who finds a reason to install a specialist archive utility to be 'computery' enough to work out how to use it!

But who needs them? Really? RAR is a proprietary format generated only by the products of that company. Storage nowadays is cheap and plentiful, and the burning need for compression algorithms that squeeze a few percent more than ZIP achieves has largely evaporated.
Besides, those that want that few-percent-better compression can look at 7-zip, which (a) is free, and (b) also decompresses other archive formats. It can even decompress most of the RARs that other people might send to you.

Mostly the Mac world has moved away from proprietary formats such as Stuffit and on to open formats such as .tar and .gz, which are well handled for free by 7-zip, even under Windows.
Both Windows and Mac OS can unzip .zip archives, and can compress to make .zip files. No-one needs WinRAR or WinZip just to be able to exchange conventional .zip files. If you want better than .zip, then the .7z format is open and free.

But when a user has little concept of unpacking an archive and running an installer, even native un-Zipping by Windows will doubtless be an obstacle. Particularly if that perfidious 'Hide extensions for known file types' setting is active. Is it still the default?
Having downloaded & installed the sound files, I now have a full range of sounds when I playback a score (and not just the piano track!). However, the quality of sounds, in particular the brass & wind instruments, is of poor quality and somehow distorted and certainly lacking the clarity & definition I am used to. I find it difficult to live with such sound quality. Thanks, anyway for solving my initial problem. Do you have any further suggestions regarding improving sound quality?

Sometimes Sibelius playback suffers gross distortion, like it's playing through a blown speaker. The cure, for that session, is to toggle any setting in Audio Engine Options.
More subtle distortion, characterised by stuttering playback rather than actual tonal distortion may be caused by an inadequate on-board audio system. Google for 'ASIO4ALL' and try installing it. It's free and removable.
Brand and model of the audio output card: High Definition Audio Device (Microsoft). Device status: 'This device is working properly'. Screen shots attached for Playback Devices + Audio Engine Options.
Available options on interface menu:

The "High Definition Audio Device" is a cheap mass=production consumer-grade chip on the motherboard. By itself, it might not be able to handle the demands of audio output from applications like Sibelius.
The choices are:
Either (a) purchase a higher quality audio output device;
or (b) try using ASIO4ALL from http://www.asio4all.com/ with the "High Definition Audio Device". The downside of ASIO4ALL is that it adds another layer of complexity to configuring Sibelius audio output.
