I have a violin II score containing a short movement which is entirely cued and the following movement will not playback no matter what I try.

It plays back fine here, but it's very faint. It seems to be picking up a dynamic from earlier in the score. When I add a forte it plays back fine.

If you're going to use the word "Tacet" in a text objext, it's a good idea to turn off its Play on Pass property in the Inspector.
