I have encountered a curious problem in one of the parts in an orchestral score.

The last page of only one of the parts appears to have different page margins. The top margin is very large, 1/4 of the page. The top staff can't be moved to the top.

I have looked at all of the margin settings. The settings are the same for all pages in the part.

What am i overlooking?

That is difficult to say without the score in front of us. However, you could look at the justify staves setting in engraving rules. If the issue is in a single part, check the setting with the part open. Changing this setting with the part open will only affect that part.
