I changed this post from asking for help to offering advice

To anyone out there searching for an external USB Numeric Keypad, I recently bought and returned several until I finally decided to get a full USB Keyboard with Numeric Keypad Included, in my case I invested in the Logitech 800 Wireless Illuminated Keyboard (it's awesome, quiet, responsive, comfortable, backlit feature perfect).

The number pad didn't work right away, but I found an item in Preferences menu that I tried switching and that seemed to help:

Preferences >> General >> Menus and Shortcuts >>

I switched this from "laptop" to "Standard"
When I returned to Note Input mode, the keypad started working!

I am using Sibelius 7 First, Version 7.1.3 build 78

You don't say whether you are using Windows or Mac OS, and it makes a big difference.

Basically, on Windows, Sibelius should work with almost any numeric keypad known to mankind. You would, of course, have to configure Sibelius to use numeric keypad short-cuts, which are disabled if you are using the "Notebook (laptop) shortcuts" feature set of keyboard short-cuts. You also need to check the "NumLock" setting.
