I don't think so, but you can hide all the objects on a stave, and then define the stave to have no lines, if you want.

No! I want My score to be all the note are white with the staff so I make the black ground paper black.

Sibelius does no do this, you'll need to use another program like adobe to convert a pdf to a negative.

Possible suggestion-
I haven't tried this yet.

Save music as image.

[or pdf the music then extract image
out of pdf]

Use some kind of image prog
Photoshop etc to invert the
colours.

You only can edit an exported image in an image editor or an exported pdf or svg in a vector editor like inscape. If you use the svg format and are used to programs like open office or libre office the you can also import svgs into writer and change the color and backgrohnd color. Or use the writer document with embedded macro called "BlackColorChanger" that you can find in my signatur below under "SVG-Tools". It can change colors of multiple svgs in batch.
