I just activated Sibelius on my new computer, and can not get audio playback to work. Tips?
I have not downloaded Sibelius sounds because the 23 gig file is too big for my current storage. I didn't have that on my old computer though, and was able to use playback with the midi sounds. What can I do to get the midi sounds to work?
The problem is more with internet speed - I am currently in Lebanon volunteering at a Syrian refugee camp and the file won't download. When I was in the states I spent a lot of time with my other computer trying to download the file and get it working so I could have better sounds for exporting audio and I was never successful. I decided not to go through all that this time. My old computer still had the terrible midi sounds though, so I'd like to at least get to that point with this machine.
I do have a sound card. It works for all other applications, but once I open Sibelius, nothing else will play sound either.
Where can I find the audio engine options and playback devices dialog? Under the "Play" Tab and "Configuration" Option, Midi (basic) is the only option, and it is selected.
Sibelius is an audio hog! It will block other apps from using the soundcard - especially if it crashes or closes unexpectedly, as it can leave a copy of itself running in the background and even using ent task from the task manager can leave you waiting for many minutes before it shuts down.
At the moment, these dialogs are essential to help us to help you.

Here's the screenshot. I unticked virtual instruments like you said. Now there's a bigger problem though - Sibelius shows an error message now as soon as I try to edit or add anything to a score.
There were no attachments. On this forum, attachments must be (a) of size less than 1 MByte, and (b) of type .png, .jpg, or .sib with the extension spelt in lower case.
Do not un-tick "Use virtual instruments and effects": your version of Sibelius will always crash if you un-tick it.

Use windows to take a snapshot of the screen, not your phone. I can hardly read it, but it does show that you have an ASIO driver selected. You must make sure this is the most up-to-date driver available.
Almost certainly, you need to update the device drivers for the Realtek audio chip for compatibility with Windows 10. This cannot be done automatically in Windows Device Manager (ignore it if it says the drivers are up to date). If your PC manufacturer has installed a custom branded variant of the Realtek driver, then download and install the latest version of the Realtek driver from that manufacturer's support site. If the PC uses generic drivers for the Realtek, then go to http://www.realtek.com/ and follow the link "HD Audio Codec Driver", then download and install the latest version.

On another point, you have already said (a) that you have not installed the Sibelius 7 Sounds sample library, and (b) that you have Playback Configuration set to "General MIDI (Basic)".
You need to be aware that Playback Configuration "General MIDI (Basic)" (or, more generally, any Playback Configuration including the player "Microsoft GS Wavetable Synth") is incompatible with any "ASIO" Interface selection in "Audio Engine Options".
That is precisely the trap that you have fallen into.
In your case, you need, in "Audio Engine Options" to make an Interface selection which does not involve "ASIO". For instance, an Interface which involves both "Realtek" and "(DS)" would be best.
It is also the case that making an "ASIO" Interface selection in Sibelius will cause all other applications to fall silent, as the ASIO driver for the Realtek permits only one client application to produce audio. You have observed this issue.
