For some unknown reason, Sibelius is not saving my most recent scores to the very handy "Recent Documents" tab (File>Recent). How do I rectify this?

Prayer sometimes works! I'm afraid we have to accept that the Recent list is unreliable.

I also use an app called "Forever Save" which saves a month of scores to dropbox every 5 minutes (configurable).

You can usually get this working again by clicking "Clear Recent Documents" at the bottom of the ribbon tab "File -> Recent" page, so that you start all over again.

The whole "Recent" page in the Quick Start window is unreliable.

Once the number of recent documents in the list gets to a couple of hundred, the whole thing falls over dead. Robin is correct. If you Clear the recent documents every few weeks, you can use it but I would never recommend relying on it.

They already are somewhere more dependable. Presumably in the Score folder.
There are no files in the Recent list. Those are just shortcuts to the files in the Score folder, or wherever you normally save files.
