It would be great to have the option to lock a graphic in place. I am using a lot of images on the title and last pages (publisher's logo and references to other books) and so many times I accidentally move them. Having them locked in place would really help here.

Graphics on a blank page can only be moved manually, so they are locked as long as you don't touch them. Otherwise they are attached to a stave and therefor they move with Reset Notespacing and when layout options are applied. What you ask for is not possible yet.

Just as titles you should be able to set them at a fixed distance from the upper or lower margin.
