Does installing El Capitan OS instead of Maverick ... in any way make Sibelius 7.5 work better?

I wouldn't say it would work any better Hugh, except where El Capitan may run slightly faster (something I haven't noticed from the Maverick/Yosemite upgrade even), the Sib app stays the same.
