If Sibelius discovers that it cannot find the Sounds sample library, it prompts the user to navigate to the correct location with a standard operating system "Open" dialogue. So no special instructions are needed.
If the Sibelius 7 Sounds sample library has never been installed on this PC, then Sibelius does not bother looking for a sample library.
So: has the Sibelius 7 Sounds sample library ever been installed on this PC?
How did the sample library get on to the USB disk?

When I installed Sibelius, I chose to install the sound library on the USB disk (F: / sibelius sound).

Well, that's your problem! The Sibelius Sounds installer has told Sibelius that the sounds are in folder "D:\Arr Temp\Sib testljud". This evidence suggests that Sibelius 7 Sounds were not in fact installed on the USB disk on drive H:. But there must be sufficient remnants of the installation at "D:\Arr Temp\Sib testljud" for them to pass the test that Sibelius makes for the presence of the sample library.
You need to use regedit (with very great care) to adjust the value of this registry key to be the correct location of the sample library. Note that backslashes are doubled.

If you find registry editing daunting, perhaps a thorough deletion of "D:\Arr Temp\Sib testljud" (check nothing you DO need is there) would prompt Sibelius to enquire the Sounds location after a restart.
I did this:
- Deleted folder D:/Arr Temp/Sib testljud
- Started Sibelius and and now finally I could entering (in the "Open" dialogue) where I installed Sibelius sound (F:\\Sibelius sound).
I did therefore not have to use regedit.

I'm glad it's now working for you. Earlier you said that the USB disk was drive H: and now you say it is drive F:. If it changes drive letter again, you will have to repeat this process.

If the letter changes, you shouldn't have to delete anything or go into the registry as long as the target folder doesn't exist on whatever is currently F:. Sibelius will just ask again.
Today came the next problem: In Playback Devices> Active Devices> Available devices: Is not Sibelius Player a choice !?
No "Open" dialogue. USB-disk is OK.
It is no longer possible to play back a score with Sibelius 7 Sounds.

I think you need to tell us rather more about what you have been using this PC for lately. It is clear that Sibelius has started up in ReWire mode, as if you have been using some DAW or other ReWire host to slave Sibelius as a sound source.
Make sure that all DAW applications or other ReWire hosts are fully quit before first launching Sibelius.
You now need to use the "Clean Up" and "Repair" buttons in "Audio Engine Options", and restart Sibelius, until those buttons become greyed-out and inactive.
Once the ReWire buttons become inactive and greyed out, you should be able to check the box "Use VST instruments and effects", and restart Sibelius.
Then you should be able to use Sibelius 7 Sounds.
