Go to tab File -> Plugins -> Edit Plug-ins.
In "Edit Plugins", scroll down to the section headed "Transformations".
Inspect the lines "Double Note Values" and "Halve Note Values".
If either has the text "(user copy)" appended to the name, then select that name and click "Delete".
The Sibelius plug-ins "Double Note Values" and "Halve Note Values" are now built-in to the product, and any legacy plug-ins of the same name installed previously by the user must be deleted.
You might need to restart Sibelius after doing the above.

Double Note Values is on the Ribbon, but it actually runs a plugin. The plugin ships with Sibelius, so as Robin states, you should delete any downloaded versions of the plugin.
The problem may still exist after doing that but it is a good first step to make sure Sibelius is using the correct plugin.

I should have clarified that I am trying to run it from the ribbon.
I have reviewed the Edit Plugins window and I see the Double Note Values plugin under Transformations, but I do *not* see anything like "user copy" appended to the name.

- in the Finder, hold down the Option key while pulling down the "Go" menu, and select "Library";
- navigate from "Library" to /Application Support/Avid/Sibelius 7.5/Plugins/
- for the "Plugins" folder, select the Finder list view (one line per file, with Date Modified and Size);
- take a screen-shot of the contents of the Plugins folder, and attach it here.

I've deleted all installs of Sibelius, and deleted their App Support folders everywhere.
Reinstalled 7.5.1
Still no luck... however I am able to install plugins from the File Tab Plugins area, and that has automatically created a proper PlugIns subfolder where Robin instructed me to look for it.
So I can accomplish what I wanted using Bob Zawalich's "Copy Double Note Values" plugin, but the main functionality in the ribbon is still not working.
There is something wrong here. If it doesn't work in the ribbon for this case, it is possible that other ribbon functions implemented by hidden plugins won't work either. It should not have been necessary for you to install these plugins explicitly.

I don't think the problem lies in the installer. The error message is clearly coming from the "hidden plugin" which is installed with the Sibelius product (which you have now over-ridden with a user plugin of the same name): why it is unable to create the "Double" version of the file is the root of the issue.
Please check the Sibelius Preferences settings for "Saving and Exporting", "By default, save scores in:".
Also, which folder did the original score file (q3071615.sib) come from?
Does this Mac have any third-party utilities such as Audio Hijack Pro installed?

OK if it's not an installation issue, I do wonder what it could be. Sharing & permissions?
My Documents folder's sharing & permissions is set to give me (my user) Read & Write privileges and "everyone" else No Access.
I don't believe that I have overwritten the hidden plugin with a user plug in. They have separate names and distinct functionality. And the only plugins I can find on my hard drive are in the PlugIn folder that was created when I separately installed the new plugins. Where are the "hidden plugins" meant to reside?
By default my scores are saved in /Users/[my user]/Documents/Scores
However the file in question is *not* saved in the Scores subfolder. It's in a different subfolder of Documents. As an experiment, I saved the file in the Scores subfolder and attempted to use the Double Note Values in the ribbon and I received the same error.

All scores. In fact, the error occurs with a brand new score that has not yet been saved.
The other "hidden" plugins all appear to be working. It's just the Double and Halve values functions, which require the automatic creation of a new file, that are failing.
I keep thinking this has to be a permissions issue, but maybe I'm barking up the wrong tree.
In Sibelius, when you have been editing a score, and you chose (from tab File) "Save As...", what folder does Sibelius offer by default to save the file into?
