The soundset does not play, does not test in the activate devices dialog, but all channels in a 16 staff score load with the correct names. The mixer shows each channel responding to the notes that trigger it, but the master volume meter is always lights out.
The Sibelius 7 Sounds library is on an external drive.
I am running a Macbook Pro Retina 16 Gb Ram through a thunderbolt interface.
I have tried all the other Audio Engine options with the same result.
It will play the score with the General MIDI soundset.
The opening Sibelius phrase plays through the audio interface and out through my speakers.
If I use another soundset (e.g. Aria), I get the same result - BUT, if I open the plugin with the little icon next to the instrument name on the channel strip, I can play the plugin using its built-in keyboard display. Again, no response from the Master fader.

P.S. - It used to work before I went from 7.0.x to 7.1.3
