I cannot activate Sibelius on my computer. After installing, I receive this message when attempting to activate.
"there was an unspecified error (5) initialising the licensing engine"
I have read the 'fix' for this in MANY other threads and have completed the PRECISE instructions and it still does not work; I receive the same message. I have done this...
-I unhid the program files and deleted the following folder, verbatim as instructions on previous threads have indicated. C:\ProgramData\Avid\Licenses\Sibelius
It does not fix the problem
I run Windows 7, 64 bit
Any help is greatly appreciated, I am so frustrated having bought such an expensive program and am dying to dive into it only to deal with this annoying issue right off the bat :(
... Hopefully I can find a fix today. It seems to me it may be the licensing software, which seems shoddy at best considering some of the things I have read. I still don't understand why I do not have the full program automatically since I bought the box with all the dvd software, why do I need to upgrade and activate from the box?? Now I am delayed by the fact their licensing software doesn't work. How does that make any sense? Sorry, just frustrated.

To prevent piracy, such as multiple installations from the same DVDs.
Try running "Avid License Control" first, before launching Sibelius, and only launch Sibelius after completing activation within "Avid License Control".
When entering the System ID and Activation ID, beware of typos: for instance, do not confuse digit 0 with letter O.

Sibelius 7.5.1/7.1.3/6.2/5.2.5, PhotoScore Ult 7.0.2, Dolet 6.3 for Sibelius, Windows 7 32-bit SP1 4GB, Windows 8.1 64-bit 16GB.

ok, I will try to activate in license control 1st and try again, ty
Hmmm. When I try to lanch "Avid License Control" it will not open. It is displaying the same error message that I get when I try to activate Sibelius "There was an unspecified error (5) initialising the license engine"

Is there some kind of third-party firewall or anti-malware utility on this PC? If so, please configure that utility to exempt "Avid Licence Control" from any checks or interference.
Apart from Sibelius, is there any other Avid activated application on this PC?

checked that all Avid products are not being blocked by anti-malware or the firewall. I made sure Sibelius, Pro tools, Avid license control, etc, were not being blocked. I even tried to 'repair' the Avid License Control engine in my programs. Still cannot initialize that program either. Same error message.

I suspect that this issue is related to the previous ProTools activation, which might have been managed by a different version of "Avid License Control" than the new one installed by Sibelius. The new version of "Avid License Control" is possibly being tripped up by the previous ProTools license files, in their own folder.
If you wanted to live dangerously, you could move the ProTools license sub-folder out of:
C:\ProgramData\Avid\Licenses
and see whether "Avid License Control" will now launch.
If it does, you might need to re-activate both ProTools and Sibelius.

YOU WERE RIGHT!
the issue was the 2 different Avid License controls. Once I moved the protools license files to my desktop, I was able to activate Sibelius. THANK YOU!
It will not let me register it however I sent a different support ticket for that.
Also so far, pro tools seems to be loading ok
When I went to move the file back, it was replaced by a file of the same name O_o - not sure what that means
TY
