Sibelius and delete the file called sibelius.rewire from the following locations:

yes, there was a SibeliusDevice.log, which i backed up and removed, the same for "rewireLaunch" in the system/Library/appsup... but no changes (after restarting)
- Ensure that Sibelius has completely quit;
- delete the folder "PlogueEngine" from the User Library at:
~/Library/Application Support/Avid/Sibelius 7.5/PlogueEngine
- now try launching Sibelius 7.5 again.

yes, any app works (Logic / ProTools / ....)

yes .... (on the other machine in my studio it worked once (the new account tricks) , then
never again) - here on the laptop it seems to be fine on the new user account

Good. So Sibelius can work normally. It must be something in the old account which is causing the problem.
Back in the old account, where Sibelius does not work, please try deleting the Sibelius 7.5 preferences .plist file from the Preferences folder in the User Library, then launch Sibelius.

Hmmm. There should be multiple com.avid.sibelius75.plist files in the Mac, one in the System Library, and one in each User Library. Which one did you trash? And did you empty the Trash afterwards?
