I need to make sure that an 8va marking continues across a melody line that runs from one system to another. Do you stretch the dashed line somehow? Or can you set the start and end points like you can with phrasing?

Either way works for me:

Click at the beginning where you'd like 8va marking to start and Shift + click where you'd like it to end, Push L for Lines and enter the 8va marking.

Or, go to:
View tab and click on Handles checkbox after entering the 8va marking.
You can then drag the visible handle on the right of the 8va marking to adjust it.

If you get into a mess, drop into Panorama view, where you can easily drag it out as far as you want.
