The composer I am working for would like the slur always on the note head side, even when there are 2 voices on a single staff. Can Sibelius do this by default or is there a plugin that can do this? I searched both but could not find a way.

I don't know the answer to your questions. However, double stemmed staves (= 2 voices on a single staff) would be the EASIEST to fix, since they default to slurs on the stem rather than the notehead: select all, filter for slurs, then hit X to flip all the slurs.
