How do I notate an octave tremolo over *5* 16th notes? From what I see Sibelius notates nicely only on even numbers...

Not sure what you mean. Can you post a sketch of what you'd like Sibelius to do?

Hi Steven, take a look at the first measure in the attached image. I would like to have a tremolo in the C#'s as well but Sibelius does not seem to let me. Any idea? Thanks

Well it's not just Sibelius that doesn't let you, it's our whole system of musical notation! (As is evidenced by the fact that you can't show a picture of what you want, even if you were using pencil and paper - what would it look like!? (-; )

The 'correct' way to do this is to split your tremolos into beats, even if it means that (what you think of as) one tremolo needs to be notated by two adjoining tremolo notations, possibly connected by slurs.

However the rhythm you are asking to notate is so complicated that to do it like this makes the result almost illegible.

In the attached, I've tried to notate it the 'correct' way, but would personally prefer to write one of the alternatives I've provided below (A,B, & C) even though they are perhaps not technically correct they are a lot easier to read.

[If on the other hand you don't care about notation but only playback, then I'd probably advise you to write it all out using 1/64 notes or whatever is appropriate to your tempo)
