I'm writing a Concert band Piece and I would like to have to Bass Drum/Snare Drum part on two lines, rather than five. Is there away I can assign each line on a percussion stave to a certain sound?

Sure. There's even a Percussion (2 lines) instrument in the provided list, waiting for you to Edit it and assign sounds to your choice of Noteheads and "pitches".

It can be a bit complicated, but I don't think I can explain it any better than section 2.6 of your manual does.

Instruments/Add/Common/Perc[2 lines]/Add to score/OK
Now select the staff and goto Instruments/Edit/Edit instrument.
Now hit EditStaffType, then New. Place a note on each of the lines.
Now select the high note and goto ChooseSound/StandardKit/Drum/Snare.
Now select the low note and goto ChooseSound/StandardKit/Drum/Bass.

I'd do this for you but I don't have Sib7.5.

No. But, like others have eluded to, you can place your custom instrument's drum mapping on a specific line.

Just wanted to answer that specific question.
