How in the world do I find/apply playback options like Swing, or rhythmic shuffle?

Play Tab>Interpretation>Performance>Rhythmic Feel

Better, write "Swing" over the stave in Tempo Text. Then you can see it's going to happen, and so can any live musician who might play your score. (Switch it off with "Straight". Other rhythmic feels are also available via the Playback Dictionary.)

Get Sibelius 7.51 and you can even use different settings (in Technique Text) for different instruments.
