I want to put scale degrees above notes.

In order to denote scale degree one often uses a `caret' (inverted v) on one of the numbers 1, 2, ... 8.

Can someone help me to do so?

You can use the French 'accent circonflexe' for this. First create a new Textstyle, based on the style you use for the numbers, with the following settings: Line-spacing at 25% and horizontal position centred. Now you create the accent circonflexe the usual way (on Mac Alt+i) then Return and enter the number,

I tried for a Unicode-style solution, by adding a "combining circumflex" after the digit. Unfortunately, placement of the combining diacritical over a single digit is simply unacceptable in Sibelius, so this Unicode-style solution is not viable.

Another approach is to use a font where the digits are pre-composed with the circumflex overhead. Such a font "Scale Degrees" is available from:
http://hindson.com.au/info/free/free-fonts-available-for-download/

In Sibelius, you would need to define a new text style (or redefine the text style "Fingering") to use the font "ScaleDegrees Times"

You solved my problem: to first input the new font `ScaleDegrees Times' into Windows and than use a new style based on Fingering with this new font works perfectly.
