I've noticed that a note with a fermata followed by a bar rest holds the note out (via the inspector) but just before it ends there seems to be another attack on the same pitch.
Is there a fix for that?
Also is there any way to prevent the next measure to sound only after the adjusted fermata length?
Again I'd like to thank everyone that helps me with my issues.

are you using note performer when you do this sibelius 7 sounds, 6 or something else. I'm guessing maybe np, if so its probably something to email the np guys for as it doesn't use the sibelius playback engine.

No I'm not using Noteperformer while I write so I don't have to wait when I just want to hear a measure. I use Sibelius 7 chamber.
BTW, NotePerformer slurs the piano whenever there are phrase marks over the parts notes. Another reason why I turn it off when writing.
Wallander is aware of this and I understand that they're working on it for the next update.

I have had this experience and found it somehow relates to long *slurs* over notes with fermata(s) (and maybe with ties). Try defeating playback on any slurs involved. Also try a diminuendo (hidden if you want) set in the Inspector to be to 0%

Here's an example of the bump. I've also found that when you extend the fermatas play time it doesn't stop the real time from moving so if you have any notes in the next bar it continues to play the fermata over it.

Interesting Laurence. I checked it out before including it in the last message and it did that in my example. Could there be a glitch in my program? I should mention that in the Inspector I alter the fermatas to sustain longer (or they don't sustain at all).
Laurence:
I tried the 2 meas. with 7.5 and the whole notes lasted one beat out of the whole bar.
This strange playback tic is one of the several tics that influenced my decision not to purchase 7.5. Obviously not everyone has these problems.
Also, when I tried to play a score that I wrote in 7.1.3 using 7.5
it stuttered and sputtered.

Well, I'm working in 7.5.1. Your example had the problem you describe. I could cure it by importing a standard House Style. And it didn't happen when I entered your notation into a new score. I was suspicious of that caesura with added fermata, but it didn't seem to be a problem.
I think there's something in the playback settings of your score that is incompatible with the current Sibelius. What happens if you import a House Style to that problem score? Does playback become correct?
This problem occurred yesterday in two places in a large orchestral score: for playback purposes I just removed the fermatas and added a slight rit. This got rid of the bump.
A bit OT, but in the same score two of the abbreviated instrument names (e.g., Vln. I) slipped off their position and became embedded in various places including the background screen between pages. How can these be retrieved and repositioned?

Appearance, House Style, Import. You'll see the list of standard House Styles.
When a score "goes wrong" there's a lot to be said for importing a standard House Style, Select All and Unlock Format, Reset Note Spacing, Optimize Staves etc. Clean the slate and start over. Most of Sibelius' defaults aren't too bad, unless you're trying to cram far too much music onto each page.
If Unlocking Format causes chaos, it may be that Staff spacing settings have been changed to impossibly low values. Again, this is something that applying one of the stock House Styles will fix.
