Anyone else having issues with photoscore not opening? Here are the details:

Are you really using Sib 7.0 as your title says?

If so you should be using Sib 7.1.3, and the latest version, of Photoscore Lite.

It is PhotoScore that needs updating, not Sibelius. This is a known defect with earlier versions of PhotoScore 7: you appear to be using PhotoScore Lite 7.0.1. Please update to PhotoScore Lite 7.0.2.1, as given in the links above.

If installing the up-to-date PhotoScore Lite does not fix the issue, then you need to configure the filing system permissions on the folder:
/Users/trndev/Desktop/willis/PDFTron/bin/output/lib/
/usr/local/lib/
to ensure that this folder is readable.

I followed the steps found here:

This issue occurs when PhotoScore is denied permission to load it's PDF reading library by Mac OS X. In order to fix this, you must manually adjust the permissions on the library as follows:

Get Info on the folder /usr/local by right-clicking on it and choosing Get Info, or by selecting it and pressing Command+K.
If necessary, click on the padlock in the bottom-right of the window.
Enter an administrator username and password.
Change the privilege next to Everyone from No access to Read only.
If necessary, repeat the above steps for /usr/local/lib and /usr/local/lib/libPDFNetC.dylib.

NB: To access the folder /usr and its contents, select Finder and click Go > Go to Folder... and type /usr and then click Go.
