How do I add symbols to the empty spaces in the keypad?

The only symbols that one can add to the keypad are custom articulations.

For custom articulations, see page 385 of the Sibelius 7.1.3 Reference.

I've followed the instructions in the article, but when I click on the notes to try to add the articulations from the keypad, nothing happens. No articulations. What am I doing wrong/missing?
