In Sibelius, at least, a bar rest is a rest that represents a full bar, regardless of the time signature. A whole rest is always 4-quarter notes.
So I am assuming that what you really want to do is combine a number of fixed-size rests (including, possibly, whole rests), into bar rests. (I state this only because the title states the opposite).
Combine Tied Notes and Rests should do the job, though it may also change rests in non-empty bars. There is another, simpler plugin, that does only the job of combining rests in voices consisting of rests only.

Combine Rests Empty Voices combines rests in a voice that contains only rests. It creates the largest single rest possible. It also hides the rests in empty voices for all voices later than the first voice containing notes or rests.
Updated 21 June 2010. For Sib 5 or later, the plugin will now produce bar rests when possible, rather than just large rests.

This plugin is very similar as well. As I recall, the main distinction is the ability to skip irregular small bars, as replacing the contents of an empty irregular bar with bar rests will cause that bar to lose its irregular size:
